Updated Pipelines and fixed new Hadolints

- Removed azure-pipelines
- Updated gh-actions to run `cargo test` per db feature
- Fail on warnings by adding `RUSTFLAGS` env
- Updated Dockerfile to fix some new hadolint warnings
