native/gpu: Handle drmModeSetCrtc() failing gracefully

Browse source 
If drmModeSetCrtc() is called with no fb, mode or connectors for some
CRTC it may still fail, and we should handle that gracefully instead of
assuming it failed to set a non-disabled state.
