cogl-buffer: Move malloc fallback logic into CoglBuffer

Since we'll want to share the fallback logic with CoglVertexArray this
moves the malloc based fallback (for when OpenGL doesn't support vertex
or pixel buffer objects) into cogl-buffer.c.
