Giovanni Campagna 153f843ea6 MetaSurfaceActor: move freeze accounting to MetaWindowActor
Turns out we only ever need to freeze/thaw whole windows, not
surfaces or subsurfaces.
This will allow removing the surface actor without losing
the count.
