Rework the click-client-area-to-focus support to use synchronous
grabs, avoids a big mess, lets us pass through click when
required (for dock/desktop). Disadvantage is all left-button
clicks now require window manager approval. ;-)

the mouse enters them; require a click.
(meta_change_button_grab): allow sync grabs
